The Pingxing (Arbitration Star) consists of two stars located north of Kulou (Arsenal) and south of Jiao (Horn); it governs the administration of justice and legal affairs throughout the realm, symbolizing the office of the Tingwei (Ministry of Justice).
When the stars are steady, legal judgments are fair; a lunar halo surrounding them signals anxiety among judicial officials. If Mars transgresses them, warfare erupts, accompanied by a general amnesty. If a comet transgresses them, government decrees will not be enforced, and law enforcers will be demoted. [3]
