The March 29 solar eclipse at 09°00′ Aries aligned with fixed star Algenib. It causes misfortune, and its constellation, Pegasus, is associated with drowning, catastrophes, earthquakes, and tsunamis.

at first this correlates with Putin’s horoscope. So the current leader of Russia has Pluto exactly squaring his ascendant therefor i presume he has this scorpio ruling and the time given by the russians is the correct one.
Second who knows this calamity may be created by tesla technology aka Haarp project. For sure technology has been there at minimum for 45 years now as in the 80s Bernard Eastlund patented it for the USA. But i read the Russians were the first ones to make experiments and used it in the mid 70s.
